Best way to reach out to middle school/high school students to participate in education programs?

These would be afterschool and/or weekend instruction--specifically in speech and debate.
While I don't have specific recommendations about how to reach students for your educational program, there are a number of compliance issues you might want to consider that relate to marketing programs to children or minors. You should look at the Children's Online Privacy Protection Act ("COPPA"). COPPA imposes certain requirements on operators of websites or online services directed to children under 13 years of age, and on operators of other websites or online services that have actual knowledge that they are collecting personal information online from a child under 13 years of age. This might not be your demographic, but if some kids might be in this segment its worth a look.
