Lee Tillman is the chairman, president and CEO of Marathon Oil (MRO). Does that mean he controls the company even though it is publicly traded?

0He is the largest shareholder among the board of directors and the named executive officers. As the Chairman of the Board and the Chief Executive Officer he obviously has enormous influence. However, he does not control more than 1% of the outstanding shares of Marathon. That even assumes his options were vested. You can see an organizational chart of Marathon Oil online.
